A specialty ship should open or improve a specific loop
Combat power alone is a poor way to compare specialty ships. Each hull earns its place by changing an activity: Swarm combat, Latinum mining, Borg Tactical Probes, movement, Actian hostiles, Delta Quadrant exploration or alliance support. Choose the next ship by the capability your account will actually use.

Treat related ships as a roadmap
The Vi'dar and Vi'dar Talios are separate hulls. Develop the Vi'dar through its Borg loop and view the Talios as later progression with its own advancement. The same planning principle applies to the Franklin and later Franklin-A, and to the D'Vor and later Ferengi mining progression: inspect requirements early so event currency serves the intended route.
Develop one loop far enough to become useful
Half-building every specialty ship creates many repair and resource demands without producing a dependable capability. Select one current project, identify its refinery or exchange, build the relevant crew and measure the result in that activity.
Maintain a second target only when it supports a recurring need such as movement or alliance participation. A ship deserves resources when it saves time, opens rewards or lets the alliance attempt something new.
Keep combat and support expectations separate
Titan-A's Fortification is an alliance-support function, while Mantis and Franklin focus on their own hostile loops. Discovery changes movement. D'Vor is an economic Survey ship. Ranking them on one universal tier list would hide why they matter.
